To complete a form by writing the required information in each space. In American English it can also mean to gain weight in a healthy way.

- He's really filled out since he started lifting weights last year.
Where it comes from
Separable. American English prefers 'fill out'; British English often uses 'fill in' for forms, though both are widely understood.
