A catch-all reaction to something disappointing, ridiculous, or just unbelievable. It's said with a flat, deadpan delivery and works whether you're annoyed, stunned, or secondhand-embarrassed for someone.

Where it comes from
Evolved from 'brother' / 'bro' in AAVE, where 'bruh' had long been a term of address. It morphed into a standalone exclamation of disbelief through Vine and meme culture in the mid-2010s.
